0000462: packing notag arguments

Description

Given a type such as

:- type t1
   ---> f1(int8, bool, bool, int8, int).

we currently pack the first four arguments into a single word.

However, given a type such as

:- type t2
   ---> f2(nt_int8, nt_bool, nt_bool, nt_int8, int).

where

:- type nt_int8
   ---> nt_int8(int8).

:- type nt_bool
   ---> nt_bool(bool).

we do NOT pack the first four args of f2 into a single word.
We should be able to.
