0000363: misleading error message for missing comma in foreign_proc attribute list

Description

The attached program causes the following error message.

foo.m:009: Error: invalid `:- pragma foreign_proc' declaration: invalid second
foo.m:009: argument: expecting a foreign proc attribute or list of
foo.m:009: attributes.

The invalid argument is the *third* argument, not the second.
